Renewal of RSL ANZAC Village
A State Significant Development Application Â
RSL LifeCare will seek approval to renew RSL ANZAC Village through a State Significant Development Application (SSDA) with the NSW Department of Planning Housing and Infrastructure. The proposal will support a Concept Masterplan and Stage 1 State Significant Development Application (SSDA) for a new seniors housing development on land at the RSL ANZAC Village, Narrabeen. Â
A concept masterplan is an early-stage, high-level plan that sets out the overall vision, structure, and key ideas for the Village and precincts over a long delivery period. It’s not about final details, but rather about establishing the big-picture framework, where the new buildings will be placed that will guide more detailed planning and design later on.Â

Development consent will be sought for the following.
A Concept MasterplanÂ
A concept masterplan for the 15-year staged renewal of parts of the existing RSL ANZAC Village for seniors housing, will comprise:Â
- Removal of some existing buildings, roads, footpaths and treesÂ
- Residential homes for the purposes of Retirement Living and Residential CareÂ
- Building heights ranging between two (2) to eight (8) storeysÂ
- New car parking spaces in basements and on the street level Â
- New roads, footpaths and replacement tree plantingÂ
- Village landscaping Â
- Amendments to existing bushfire protection zones Â
- Upgraded entries to the Village from Lantana Avenue and Veterans Parade Â
- Utility and services provisionsÂ
Stage 1 – Leisure and Lifestyle Precinct Â
- Removal of some existing buildings, roads, footpaths and treesÂ
- Retirement living homes including: Â
- Building 1 – 6 storey residential building Â
- Building 2 – 5 storey residential building Â
- Ground Floor of Building 1 and 2Â
- Resident lounge, dining and kitchenette
- New lifestyle facilities including village pool, gym, exercise rooms, art and craft studio, hair and beauty, dining room, club roomÂ
- Basement parking for Building 1 and 2Â Â
- Car parking spaces for each apartment and visitors Â
- Dedicated scooter parking and storage facilities for residentsÂ
- Seven 2 storey townhouses with double garages Â
- New roads and pedestrian footpaths
- New landscaping, open space and tree replacementÂ
- Parkland Café
- Utility and services provisions
