A concept masterplan is an early-stage, high-level plan that sets out the overall vision, structure, and key ideas for the Village and precincts over a long delivery period.Â
Itʼs not about final details, but rather about establishing the big-picture framework, where the new buildings will be placed that will guide more detailed planning and design later on.

Key Statistics
Over the 15-year period of the masterplan
- Staged delivery of approximately 490 Retirement Living homes and Veterans homes and 100 Residential Care beds.
- This increase will be offset by the staged removal of number Retirement Living Homes and Residential Care beds.
- The net increase will be approximately 430 Retirement Living and Veterans homes, 50 Residential Care Beds at the end of the masterplan.
- The staged masterplan proposes to deliver approximately 100-150 Retirement Living homes in each stage of development every 2-3 years.
- The mix of Retirement Living homes and Residential Care Beds reflects government and consumer shift to people living independently in their homes longer with care support as needed.
- The final number of homes and beds will be refined through the detailed development application of each stage.
